Legal basis
GOV.UK says the responsible person for business or other non-domestic premises can include the employer, owner, landlord, occupier, facilities manager, building manager or managing agent. The responsible person must carry out and regularly review a fire risk assessment, put in place appropriate fire safety measures, plan for emergencies and provide staff information and training.
For shared premises, more than one responsible person may need to coordinate. For common or shared areas, GOV.UK identifies the landlord, freeholder or managing agent as the responsible person.
